Project Manager - Property

The Job

This is a full time permanent role based in Aylesford, Kent with some travel.  

Salary: circa £55,000 per annum

Principle Objectives of the Role:

To provide support to the Director of Finance and Performance and the Chief Executive on estate planning and day to day management of property purchases, sales and development projects in accordance with RBLI’s strategies and vision, emphasising the changes and innovations essential to modernising housing and Village development leading to improved resident experience. The job holder will:

  • Project manage the delivery of RBLI’s development projects, property sales and purchases.
  • Take budgetary responsibility for new build projects and developments
  • Support the Director of Finance and Performance in a number of asset disposals

 

Key Responsibilities:

Property Projects

  • Responsible for project delivery, management and implementation of development projects and ensuring, that, so far as is reasonably practicable, approved projects are delivered to agreed time and budget.
  • On behalf of the Senior Management Team, progress with these projects within agreed parameters, including engagement and involvement with the Senior Management Team.
  • Act as Client’s Representative for professional and technical input.
  • Manage relationship with project stakeholders, including internal and external clients, keeping stakeholders informed of progress and issues in order to manage expectations on all project requirements and deliverables.
  • Appoint appropriate consultants technical Design Teams, including preparing contracts and managing relations on behalf of RBLI.
  • Resolve political, resource, budgeting, change and legal issues affecting the projects and escalate issues around the projects promptly to the Senior Management Team.
  • Analyse risk, establish contingency plans and identify trigger events and responsibilities for initiating mitigating action.
  • Provide Project Management leadership, advice and expertise on property sales, build projects and developments.
  • Ensure, so far as is reasonably practicable, project close down and post project review
  • Plan, execute and attend the Estates Steering Group and Development Committee meetings, recording written minutes of the meetings and preparing for review and distribution to the Committee members accordingly.
  • Liaise with Planning authorities, Highways and Environment Agencies etc. and leading on local authority relations and planning applications.
  • In conjunction with Senior Management Team, prepare business plans and papers relating to property items for the Senior Management Team and Board Members.
  • Manage leases and relationships with Lessees across the RBLI portfolio.

 

Estate Development Planning

  • Prepare feasibility studies for approved development projects.
  • In conjunction with Senior Management Team facilitate the definition of project scope, goals and deliverables and the development of project plans and resource requirements.
  • Involving key stakeholders work closely with project leaders and project teams to gather and analyse project requirements and agreeing effective solutions. Facilitate the production of business cases, technical and functional specifications and project plans.
  • Ensure project governance and control systems are in place.
  • Oversee and conduct functional reviews of tendering processes and the effectiveness of external contractors used within the projects.
  • Design, develop and compile progress reports and presentations to monitor project delivery.
  • Responsible with Business Managers for the budget reporting, forecasting and expenditure associated with major projects.
  • To benchmark services to ensure value for money and optimum service delivery.

 

Buildings and Health & Safety Regulations

  • Ensure that all works comply with Planning, Buildings and with Health & Safety Regulations.
  • Advise on Health and Safety matters relating to the built estate in liaison with the Head of Property Services and Housing, and Health and Safety Committee.
  • In conjunction with senior management, advise and support Finance staff with respect to estate assets, for example Insurances, Rates, Asset Registers.

 

Working Environment:

  • Office based in Aylesford, Kent with some agile working
  • Some regional travel

Requirements for the Role: 

Essential:

  • Good basic education including English and maths
  • Knowledge of property development.
  • Knowledge of Health & Safety legislation and best practice
  • Awareness of business financial issues in order to manage projects and put forward business proposals.
  •  High level delivery of the principles and practice of project management.
  • Advanced Project Management skills
  • Excellent communication, interpersonal and presentation skills.
  • Commercial acumen with strong analytical skills and a logical approach to problem solving.
  • Strong writing, mentoring, decision making, communication, and meeting facilitation skills.
  • Proficient in the use of project management software, project management techniques and tools
  • Demonstrable experience of property disposals
  • Demonstrable experience of estates management.
  • Significant technical experience, operating at a senior level in an organisation with a sizeable estate, likely to be demonstrated by at least 5 years post qualification experience in a large organisation
  • Extensive experience in managing projects throughout the entire project lifecycle, with direct work experience
  • Extensive experience in the structure, appointment and management of design teams.
  • Demonstrated experience in managing project issues, scope and quality while bringing projects to successful completion within the cost and time requirement, successfully maintaining project deliverables such as, project management plan, status reports, project communications plans, budgets and schedules.
  • Experience of managing a diverse, multi-sited property portfolio
  • Experience of building surveys, dilapidation reports and schedules of repairs

Desirable:

  • M&E qualification
  • NEBOSH qualification or equivalent
  • Experience in the Charitable or Public Sector
  • Experience of housing
